Los Gobiernos de España y Pakistán suscribieron ayer una declaración conjunta en la que anuncian su intención de adoptar nuevos acuerdos bilaterales para luchar contra el terrorismo. La firma de esa declaración tuvo lugar en el Palacio de la Moncloa, tras una entrevista mantenida por el jefe del Ejecutivo, José Luis Rodríguez Zapatero, con el presidente de la República Islámica de Pakistán, general Pervez Musharraf, que ayer comenzó una visita oficial a España.
Musharraf acudió a La Moncloa nada más llegar a Madrid y, por la noche, asistió a una cena ofrecida en su honor por Sus Majestades los Reyes, y a la que asistió también el Príncipe de Asturias. En esa cena, Don Juan Carlos subrayó, entre otras cosas, que España y Pakistán son dos países que comparten «el profundo dolor provocado por la brutal barbarie y total sinrazón del terrorismo», pero también tienen en común «el compromiso de hacer frente a dicha lacra, así como a otros desafíos globales, como la inmigración ilegal, el narcotráfico o la criminalidad organizada».
Musharraf, por su parte, recordó que su país ha tenido un papel esencial en la lucha contra el terrorismo y dijo que éste fenómeno sólo se podrá afrontar eficazmente si se entienden sus causas subyacentes. «A no ser -dijo- que pongamos fin a la ocupación extranjera y la represión de los pueblos musulmanes, el terrorismo y el extremismo continuarán incorporando partidarios entre los musulmanes enajenados en distintas partes del mundo».
Además, consideró «indispensable» que «se ponga fin a la discriminación racial y religiosa contra los musulmanes y que se prohíba que nadie calumnie a nuestra gran religión, que llama a la paz, la armonía y la hermandad».
En el comunicado conjunto suscrito en La Moncloa se afirma también que «España y Pakistán rechazaron la identificación del terrorismo con cualquier nación, cultura o religión y se comprometieron a estudiar iniciativas para el desarrollo y fortalecimiento del diálogo intercultural e interreligioso», valorando de forma «muy positiva» la Alianza de Civilizaciones promovida por España y la estrategia paquistaní «Moderación Ilustrada». Según una nota de la Secretaría de Estado de Comunicación, al abordar la cooperación antiterrorista con Pakistán, Zapatero la calificó de «excelente» y Musharraf expresó su opinión de que «la pobreza y la marginación están en el origen del terrorismo»
Translation:
The Spanish and Pakistani Governments subscribed yesterday a joint statement in which they announced their intention to adopt new bilateral aggreements to fight terrorism. It took place in the Moncloa Palace, after an interview between the Spanish President, Mr. Zapatero, and the President of the Islamic Republic of Pakistan, General Pervez Musharraf, who begun yesterday an official visit to Spain.
Musharraf went first to La Moncloa just after arriving in Madrid, and at night, he attended a dinner offered in his honour by the King and Queen of Spain. The Crown Prince also attended the dinner.
In that dinner, Don Juan Carlos underlined, among other things, that Spain and Pakistan are "two countries who share the brutal barbarity of terrorism", but which also have in common the "compromise to face it, as other global challenges as the illegal immigration, the drug traffic or the organised crime".
Musharraf reminded that his country has had an essential role in the fight against terrorism and said that this phenomenon can only be fought efficiently if its causes are understood. "If we don't put the foreign occupation and the repression of the Muslim people to an end, the terrorism and the extremism will continue to grow between the Muslims, alienated in different parts of the world".
He also considered "indispensable" that "the racial and religious discrimination against Muslims is ended and that the insult to Islam is forbidden as Islam is a religion that calls for peace, harmony and brotherhood".
In the joint statement it's said that "Spain and Pakistan rejected any identification of terrorism with any nation, culture or religion and compromised themselves to study some ways to strenghen and development of the intercultural and inter-religious dialogue", considering as "very positive" the Alliance of Civilizations promoted by Spain and the Pakistani strategy of "Enlighted Moderation". According to an official statement of the State Secretary for Communication, Zapatero considered that the anti-terrorist cooperation with Pakistan is excelent and Musharraf said that "poverty and marginalization are the basis of terrorism".

AABPARA MARKET, in an Islamabad neighbourhood of junior government employees, is known as the place where you can get everything at half the price of those in the city's posh shopping squares, plus stuff you won't find anywhere else. In its busy inner lanes are about a dozen or so shops selling DVDs, VCDs and music cassettes. Beginning February, the shops started getting unusual visitors who made it clear the very first time they were not out on a shopping trip.
"They came three or four times, some 10 or 15 of them at a time. Their faces were covered and they were holding sticks, and they said to me, `your business is against Islam. You are spreading vice. Why don't you switch to some other business?'" remembered one shop owner, who didn't want his name published.
The boys said they were from the mosque. The Lal Masjid runs two madrassas — the Jamia Fareedia for men and the Jamia Hafsa for women. The mosque and the madrassas are well known for their pro-Taliban sympathies and for the dissemination of militancy.
At first, none of the shopkeepers took the visits seriously. Then, one night in March, some 40 Jamia Hafsa girls, accompanied by an equal number of boys from the Lal Masjid, entered a home in the neighbourhood and dragged out the three women inside, accusing them of running a brothel. Tied up in white sheets, the women were dragged through the neighbourhood and into the Jamia Hafsa, where they were imprisoned for two days. They also took two policemen hostage, in retaliation for the arrests of two teachers suspected of involvement in the kidnap.
A few days later, on a Friday afternoon, the owner of a music shop in Aabpara heaped up his videos and DVDs and CDs on the road outside the mosque. After noon prayers at the Lal Masjid, under the eyes of the mosque administrators and madrassa students, Bilal, the shop owner, set fire to the heap. As the flames ate the movies, he told reporters that he had given up his business voluntarily. He realised it was anti-Islamic. He would start anew with something else.
Abdul Aziz Ghazi, the Lal Masjid prayer leader, announced that if the Government did not close down all brothels and shops in Islamabad selling movies and music within a month, the students would start taking action on their own. He threatened fidayeen suicide attacks if the Government tried to stop them.

El Mercado de AABPARA, un barrio de jóvenes empleados del Gobierno, es conocido porque en él se puede obtener a mitad del precio al que venden las tiendas pijas del centro. En sus calles bulliciosas se puede encontrar cualquier cosa que no se puede encontrar en ningún otro sitio, tales como DVDs, VCDs y casettes de música. Desde el principio de febrero, las tiendas empezaron a recibir visitantes inusuales que hicieron ver por primera vez que no iban a comprar.
"Vinieron tres o cuatro veces, entre 10 y 15 cada vez. Sus caras estaban tapadas y llevaban palos y me dijeron: tu negocio es contrario al Islam. Estás expandiendo el vicio. ¿Por qué no cambias a otros negocios?", recuerda el dueño de una tienda que no quiso que publicásemos su nombre.
Dijeron que eran de una mezquita. La Lal Masjid dirige 2 madrassas - la Jamia Fareedia para hombres y la Jamia Hafsa para mujeres. La mezquita y las madrassas son bien conocidas por sus simpatías pro-talibán y el proselitismo de sus doctrinas.
Al principio, ningún comerciante se tomó las visitas en serio. Pero una noche, en Marzo, alrededor de 40 chicas de Jamia Hafsa, acompañadas de un número igual de chicos de Lal Masjid, entraron en una casa del barrio y sacaron fuera a las tres mujeres que vivían allí, acusándolas de dirigir un burdel. Atadas con sábanas blancas las mujeres fueron conducidas por el barrio a la mezquita Jamia Hafsa, donde fueron retenidas durante 2 días. También secuestraron a dos policías, en venganza por los arrestos de los 2 profesores sospechosos de haber tenido que ver con el secuestro.
Unos días después, un viernes por la tarde, el dueño de una tienda de música puso todos sus vídeos, DVDs y CDs en la calle fuera de la mezquita. Después de los rezos de mediodía en Lal Masjid, bajo la mirada de los administradores de la mezquitay de los estudiantes de la madrassa, Bilal, el dueño de la tienda, los prendió fuego. Mientras que las películas eran devoradas por el fuego, dijo a los periodistas que había decidido dejar su negocio voluntariamente. Se había dado cuenta de que era anti-islámico. Empezaría uno nuevo con cualquier otra cosa.
