El gobierno boliviano advirtió hoy que de fracasar la mediación de la Iglesia Católica , la OEA y países vecinos para reencauzar las relaciones entre oficialismo y oposición, no se descarta la aplicación del Estado de Sitio contra las autonomías departamentales que Morales considera ilegales.

El ministro de gobierno, Alfredo Rada, informó que en "estos temas no se puede adelantar nada referido al Estado de Sitio" pero aclaró que el mismo "es una herramienta plenamente constitucional". Sin embargo, aclaró que esperan lograr "la unidad nacional con base en diálogo", aunque de no concretarse "se considerarán otras salidas".

Rada señaló que la oposición debe hacer los cálculos porque "el presidente Morales (…) va a defender la unidad del país haciendo cualquier sacrificio en aras de una Bolivia sin fraccionamientos".

Curioso la poca trascendencia mediática, que tienen estos "mensajes", sobre todo después de que el Vicepresidente García-Linera advirtiera de que Bolivia iba camino a una guerra civil.

The Bolivian Government warned today that, if the mediation made by Catholic Church, OEA (American States Organization) and neighbour countries fails to end the confrontation between Government and opposition, the Government does not rule out to apply the State of Siege against the departments which have proclaimed their autonomy, and to whom Morales consider illegal.

The Minister of the Government, Alfredo Rada, informed that "in these matters nothing can be spoken ahead of the moment where that State of Siege is applied", but he added that "it is a totally constitutional tool". But, he added that they hope to achieve "the national unity with base in dialogue", but if nothing is concrete in the end "we will consider other exits.

Rada warned to the opposition to consider the consequences because "presidente Morales is going to defend the country's unity whatever sacrifies a Bolivia without fractures costs".

Junto a esto hay que añadir que Bolivia ha llegado a un acuerdo con la rusa Gazprom...

I am a few days behind in commenting on the signed deal between Gazprom and Bolivia's state-owned YPFB to develop gas fields in Tarija, but the relationship between these two resource nationalist states appears to be deepening (see my earlier post).

Yesterday Gazprom announced it had signed exploration deals for three fields (not just two, as was previously speculated), with an investment of up to $2 billion in 2009 which could produce as much as 300 bcm of gas. A Gazprom rep told the FT that "Due to its large gas reserves, Bolivia is the country that most interests us in the region. I consider it will be the region’s leader in gas terms and our objective is to go as far as to exploit as much as we can." ... and exploit, they might...

No sólo ha firmado un acuerdo para explotar el gas de Tarija (curiosamente una de las regiones opositioras a Morales y una de las que anunció que comenzaba su proceso de autonomía), si no que ha anunciado que la exploración de otras tres zonas, con una inversión final de dos billones de dólares. Gazprom ha añadido que es la zona que más les interesa por su abundancia de gas.

Curioso esto, después de cómo el gobierno de Evo expulsó a las empresas españolas de la región. Aquí más.
